One of the more enduring features of the Brunei political scene has been the continued emphasis in press, royal titah (proclamations), and television on the need for a wide-ranging reform of the economy to accompany the Melayu Is lam Beraja (MIB, or Malay Islamic Monarchy) concept, which dominates po litical and cultural life. The pressing need for economic diversification to re duce dependence on hydrocarbons remains central to the continued internal stability of the state. Job-creation, particularly for young people, a reduced de pendence on government, and the establishment of a dynamic, entrepreneurial bumiputera group in the country were highlighted in the current Sixth National Development Plan (NDP6, 1991-95), published in 1993.
