From Catholic Social Theory to an Overall Principle of Subsidiarity – Some Observations on the Development of Democracy The principle of subsidiarity has traditionally been seen as a theoretical axiom of catholic social theory and a guideline for the relationship between government and non-governmental institutions in Germany, as well as serving as a catchword in determining dealings among different levels of political action. The paper looks at the problems involved in this viewpoint and argues for the need to differentiate between an overall subsidiarity derived from a liberal citizen-orientated view of society and an institutional arrangement achieved in distinct parts of societal action, as well as underlining the compromise character of this arrangement rather than an adherence to a preconceived principle
