Welfare Services for Children and Youths in the Tension Between Corporatism and the Market Welfare services for children and youths have not been immune to contracts that are put out to public tender, cost pressures and the ‘new public management‘ school of thought. Nevertheless, a distinctive corporatism endures. The article reveals the relevant structuring factors and shows how these have led to restrictions on competition. The acceptability of a competitive market system for this social sector is then scrutinized. The main principles that could be used to guide a reform of the children and youth welfare service act are described. Using three examples, the use of social transfers/vouchers, competitive tenders as well as personal budgets that are supervised by a case manager are portrayed
