Für die gegenwärtige Restrukturierung der europäischen Wohlfahrtsstaaten spielt das Paradigma der “Aktivierung“ eine zentrale Rolle. Mit dem Ziel, die “Selbstverantwortung“ von Wohlfahrtsempfängern zu stärken und deren Abhängigkeit von Sozialleistungen zu reduzieren, geht es dabei einerseits um die Umstrukturierung normativer Grundlagen, politischer Programme und rechtlicher wie administrativer Strukturen des Wohlfahrtsstaates, andererseits um die systematische Verknüpfung der Gewährung von staatlichen Leistungen mit Anforderungen an individuelles Verhalten zur Forcierung der Erwerbsintegration. Eine Vergleich von Aktierungsprogrammen in den Niederlanden, Dänemark, Schweden und Grossbritannien zeigt, dass, mit Ausnahme Grossbritanniens, oftmals verlässliche empirische Evaluierung fehlen. Jedoch gelang es mit der hier zusammengefassten systematischen Auswertung der vorliegenden Evaluationsstudien zu zeigen, dass zum einen die Zugänge zu den verschiedenen Programmelementen selektiv sind, zum anderen die Chancen auf den Abgang aus Leistungsbezug und den Übergang in Erwerbstätigkeit stark durch soziodemografische Merkmale der Programmteilnehmer beeinflusst werden. Or: What to do, when a Meta-Analysis cannot be done ‘Activation’ is at the centre of the current restructuring of European welfare states. In order to promote welfare recipients' self-sufficiency and reduced welfare dependence, activation aims, on the one hand, to change social norms, political programmes and legal and administrative structures and, on the other hand, to make the receipt of welfare services conditional upon the recipient actively seeking and obtaining work. A comparison of activation programmes in the Netherlands, Denmark, Sweden und Great Britain, with the exception of the latter, shows that robust evaluations of these initiatives are often lacking. A systematic review of available evidence, nevertheless, reveals that access to programmes is selective and that the successful transition from welfare to work is highly dependent on the socio-demographic characteristics of programme participants
