This article explores why ‘sustainability’ has so far failed to gain traction as a guiding principle for fisheries governance among Danish seiner fishers on the Java north coast. In 2015, the Ministry of Marine Affairs and Fisheries announced a ban on Danish seining in Indonesian waters, along with the use of other gear that was deemed not environmentally friendly and therefore unsuitable for making fisheries sustainable. Fisheries officials explained sustainability to fishers with reference to technical characteristics of the Danish seine. Fishers, however, evaluated sustainability by comparing it to an earlier guiding principle for fisheries governance, that of development. The special issue’s shared terms of ‘multiple universals’ and ‘translation’ are used to trace how fishers and fisheries officials ended up in a communicational deadlock, and to explore how different views on the fishery’s future were negotiated among people from different professional groups and socio-economic strata in the fishery.
