Since the urban unrest of the mid-1960s, controversy has developed among Blacks about the perception of birth control programs as a thinly disguised scheme to commit genocide against people of African origin in the United States and elsewhere (Weisbord, 1973). Some scholarly critiques and antibirth-control activities of Afro-Americans and other Third World people reflect a degree of concern with this issue.
