Conceptualizing Development in the Peruvian Andes

This article explores conflicting notions of development in San Marcos, a district in the northern Peruvian Andes, which has become a laboratory for development plans, ideas, and experiments as a result of the entry of Compania Minera Antamina (CMA), a mining company. The development undertaking carried out as the company's compensational measures for its mining activities have triggered contrasting reactions; different stakeholders consider these measures as a successful model of corporate social responsibility or as failures. These discords reflect the complexities inherent in planned development, particularly in the context of the corporate mining industry. To explore the dynamics of planned development, I have treated the discourse and practice of development as two distinct facets and examined the discrepancies between them.
