A mathematical model of motor learning, especially of pursuit-rotor learning, was constructed on the basis of the traditional learning theory and the automatic control theory. Equations derived from the model were tested against various empirical data obtained by several researchers concerning such problems as distribution of practice, reminiscence, and learning in post-rest trials. Furthermore, two types of control system in living organisms, homeostatic and non-homeostatic systems, were distinguished and it was discussed that the model presented in this paper was non-homeostatic
