As an introduction to the Ethiopian agricultural extension policies, this article focuses on a structural obstacle to rural and agricultural development : the strong ability of State to frame local spaces and local societies. It presents, at the local level, the modalities of distribution and adoption of a technological package by farmers of miscellaneous regions and assumes that the local frame has to be understood as a political dynamics of exercise of power as well as a territorial spreading of the state apparatus
