More than a quarter of a century has passed since Russia entered a period of drastic economy reforms on the free market foundation. The article is devoted to the analysis of the results of the developments of Russia after 1991 with the special attentions to the four terms of Vladimir Putin's administration. Despite important successes of economy in the beginning of the XXI c. in comparison with the years of Yeltsin's rule, a significant number of economic and social indicators are still lower than in 1991. Elected by the landslide majority in March 8 th 2018 President Putin got the country with numerous economic, social and international problems. In Presidential Address to the Federal Assembly in March 2018 Putin said: "in order to move forward and to develop dynamically, we must expand freedom in all spheres, strengthen democratic institutions, local governments, civil society institutions and courts, and also open the country to the world and to new ideas and initiatives". At the same time, there is no clear picture about ways to reach the declared goals. In situation of solid support of the president in society, his personal will and democratic control would be enough to realize the vision put forward in the Address. Stable development of Russia and strengthening of its international positions depend not so much on the military potential, as on conditions conducive for democracy
