The theme of this conference is one that is central to Israeli history and Israeli politics. All the major questions facing Israeli society involve, in the last resort, some definition, implicit or explicit, of the character and contours of ethnic consciousness in Israel. 'Ethnicity' impinges on nearly every important aspect of Israeli government policy, both external and internal, from the future of the occupied territories, to the problem of religion and state, to that of Israel's relations with the two super-powers. Indeed, it might be argued that all Israel's problems are in a sense ethnic problems
