Perception of micro and small enterprises regarding government aid after the floods in four communes of the Maule region, Chile

Objective This study examines the determinants of micro and small enterprises’ perceptions of government aid following the 2023 floods in Chile, focusing on the affected communities of Sagrada Familia, Hualañé, Licantén, and Curepto. Methods A cross-sectional survey ( n = 131) was conducted using a structured questionnaire, and the data were analyzed using a descriptive-correlational approach complemented by inferential statistical techniques and structural equation modeling. Results Two key dimensions were identified: (i) knowledge and use of government aid, and (ii) information, communication, and allocation of support. Furthermore, the results reveal a weak and non-significant inverse association between these dimensions, suggesting that greater knowledge and use of aid may be accompanied by more critical evaluations of its effectiveness and the adequacy of the information provided. Conclusion The timeliness of aid delivery emerges as a relevant factor shaping perceptions of government support. Although the study is based on a relatively small sample and gathers perceptions shortly after the disaster, the results provide initial empirical evidence that contributes to the advancement of the literature on disaster governance. Furthermore, communication processes and institutional interaction influence the perceived effectiveness of public support, highlighting the importance of timely, clear, and accessible information strategies for improving trust in post-disaster recovery contexts
