Although the Organization of African Unity (O.A.U.) was set up in 1963, it did not concern itself with the protection and promotion of human rights in Africa until two decades later. The O.A.U. remained reluctant to confront human rights issues on the continent even though the Preamble to the O.A.U. Charter supports the principles enunciated in the United Nations Universal Declaration on Human Rights.' This paper seeks to critically examine Africa's record in the protection and promotion of human rights, the O.A.U.'s response to this record, and finally, the future prospects of human rights in Africa in the 1980s and beyond
