The Albanian population has always been vulnerable to the problems of poverty and isolation from the outside world, particularly in rural areas, but the country ' s strong traditional social structure compensated for these problems by protecting families and individuals through kinship networks. These networks survived communist rule, which attempted to replace them with centralized government authority. Examination of the transition in Albania has identified at least seven highly vulnerable groups. The best strategy for addressing the condition of Albania ' s vulnerable groups is to enhance the social capital of the country. The key elements of the strategy identified in this study are: regional targeting, targeting of vulnerable groups, multipurpose objectives, unobtrusive choices, positive sum gains, built-in social capital accumulation feature, short- to medium-term programs and projects, multidimensional concept of development, key local human resources, nongovernmental organizations with local roots, and World Bank as external agent.
