Soweit berufliche Qualifikationen kulturell (sprachlich) und institutionell in die Verhältnisse im Herkunftsland eingebettet sind beziehungsweise sich auf eine bestimmte Wirtschafts- und Tätigkeitsstruktur und technische Ausstattung beziehen, die sich hinsichtlich der Herkunfts- und Zielländer unterscheiden, sind (u.U. wesentliche) Bestandteile der beruflichen Qualifikation im Zielland nicht anwendbar oder werden auf dem Arbeitsmarkt nicht nachgefragt
