In 1999 the Helsinki Summit officially positioned Turkey within the European Union (EU) enlargement process. Since then, Turkey has been undergoing an extraordinary political, economic, and cultural transformation. The Copenhagen Summit of 2002 accelerated this process of change when EU leaders decided on the specific date of 17 December 2004 to review Turkey's candidacy. In the light of serious efforts undertaken by successive Turkish governments, EU leaders decided at their December 2004 Summit to begin accession negotiations with Turkey on 3 October 2005.
