L’Empire et les groupes francs et alamans en Gaule septentrionale de la fin du iiie siecle au début du ve siècle

Pour une approche plurielle du phénomène des foederati

Cerner les réalités multiples propres aux foederati, sur le plan politico-diplomatique comme sur le plan militaire, implique d’être nuancé. Face aux difficultés du iiie siècle, les empereurs utilisent les combattants barbares fournis par les groupes francs et/ou alamans extérieurs au territoire impérial, dans le cadre de foedera (foederati extra fines imperii). L’installation intra fines imperii de groupes foederati est rare. Les Tétrarques poursuivent cette politique. Les Constantinides tout comme les Valentiniens semblent privilégier l’emploi de barbares au sein d’unités régulières. En temps de crise, l’installation intra fines imperii de groupes foederati et l’emploi de contingents foederati sur le sol impérial (guerre civile) sont possibles. Les empereurs concluent alors des foedera avec des groupes francs et/ou alamans extérieurs à l’Empire (foederati extra fines imperii) dont les chefs ethniques peuvent être engagés dans l’armée impériale ; ces groupes sont tenus de fournir des recrues incorporées dans les unités régulières de l’armée romaine. Confronté aux problèmes du début du ve siècle, l’Empire installe intra fines imperii des groupes francs admis après foedera, tout en menant sur le Rhin une politique de foedera avec les groupes francs, alamans, mobilisés pour la défense de l’Empire. Les groupes foederati extra fines imperii continuent d’exister. Les Romains utilisent Francs et Alamans foederati dans l’appareil militaire impérial, que ce soit dans les armées de campagne ou comme troupes stationnées avec fonction de forces limitaneae. Ces barbares installés intra fines imperii dans le cadre de foedera sont appelés foederati, mais servent dans des conditions différentes de leurs homologues du ive siècle. Par la politique de foedera, l’Empire expérimente de nouvelles solutions à ces problèmes diplomatiques, militaires et financiers
