Late-developing countries face a fundamental choice between a strategy aimed at the progressive modernization of the entire agricultural sector and a crash modernization strategy that concentrates resources in a highly commercialized subsector. The success of individual farm units in allocating resources so as to minimize costs is clearly an essential ingredient of an efficient agricultural strategy. The critical factors limiting agricultural development and the pace of structural transformation are technological capabilities, availability of investable funds and foreign exchange, and the level of farm purchasing power. Inequality in income distribution is a conspicuous feature of most less-developed countries and a matter for particular concern because the poverty of the low-income groups is so extreme. Rural works programmes can provide supplementary employment and income for some of the most disadvantaged elements of the rural population
