The announcement made in September, and confirmed in November 2004, of Russia's decision to ratify the Kyoto Protocol put an end to three long years of prevarication by the Russian authorities in various international fora. It did not, however, lay to rest the controversy on the subject among the Russian elite, splitting the political leadership and the economic and scientific communities. The opposition in each of the three groups between Kyoto opponents and supporters gave rise to some strange alliances
