The widespread and systematic “small-scale everyday corruption” observed at the heart of the public sphere in Benin, Niger, and Senegal is strongly linked to the “real” daily functioning of state services. In identifying the basic forms and strategies of corruption, the authors show how they are embedded in a “dysfunctional” context of the production of public services and that they find their legitimation in social and economic logics. Corruption contributes to a process of deep transformation of the African state, in the direction of a progressive privatization and informalization of public services
