The count of all the Indian population of Alto Peru held in 1683/84 under the auspices of Viceroy La Palata offers the demographic historian a rich mine of information. The Indians, with ample justification, regarded the mita with fear and horror. Many died during their terms of labor, others remained in Potosi as minchas or voluntary labor, while more abandoned their native villages and lands, and fled to those provinces not liable to the mita, there to try and establish themselves as newcomers or forasteros. As such they often ended up as squatters or peones on Spanish owned haciendas. The holding of the Numeración General was not only as La Palata claimed the greatest single act of his viceregal tenure, but it has claims to be regarded as the major--indeed virtually the only--attempt to hold a general demographic survey in the seventeenth century Spanish colonial empire
