Within the debates about the character of English society during the eighteenth century are embedded two questions that relate to the subject of this chapter. First, how and to what effect was power organised and applied by ruling elites at a time when many of the traditional structures of authority were being dismantled? Second, how far were the activities of these ruling elites challenged by individuals and groups whose interests were defined in alternative ways? In each case print has a key part to play in the analysis
