アフリカの資源管理分野において,近年,環境NGOの活躍がめざましい。セネガルの環境NGOであるオセアニウムは同国の環境保全活動に大きな役割を果たしてきた。1990年代の地球環境問題の高まりとともに,海洋汚染問題に強い関心を示し,水産資源の過剰利用について普及啓発キャンペーンを展開してきた。同国で初となる海洋保護区の設置に尽力し,大規模なマングローブ植林事業によって,国際的な名声を手中にしつつある。国際的名声の高まりとともに事業は肥大化し,2006年に6万5千本ではじまった植林は,CO2削減を目指す海外の企業からの資金を得て2010年には6,000万本と1,000倍に膨れ上がった。さらにオセアニウムの指導者は2012年に発足した新政権に入閣し政界への進出を果たした。環境NGOの躍進はセネガルにおける「市民社会」の萌芽とみなすこともできるであろうが,地域住民は環境保全に理解を示し,共感しているのだろうか。そして,オセアニウムをどのように受け止めているのだろうか。本論文では急激に成長する環境NGOが,関係するアクターにいかなる影響を与えているのかを分析し,「北」の資金に依存する「南」の環境NGOが抱えるジレンマを提起する。環境NGOの資金の受け皿としての役割が強化されると,資金をめぐって地域社会に新たな権力関係が再生産されることになる。マリンスポーツ愛好団体にすぎなかったオセアニウムがカリスマ的指導者を得ることによって環境NGOに変貌し,イメージ戦略の採用や企業との連携を図りながら政治のアリーナに進出するにいたるまでのプロセスを明らかにし,環境NGOが自らの組織の正統性確保のために権力関係を生み出す危険性を指摘する
