Holder of a Ph.D. in Mass Communications from the Loughborough University in Great Britain, he also lectures at Bar-Ilan University. Active in media policy for many years, his family established Israel's first cable television system in the late 1960s, and he led the system in the late 1980s and early 1990s. More recently, he was involved in setting up Israel's national cable television system and satellite services. He is the author of Media Policy for the 21st Century in the United States and Western Europe (Cresskill, New Jersey: Hampton Press, 2005)
