Steiner is Professor in the Department of Political Science at the California State University at Long Beach. An International Relations graduate of the University of Southern California, he received his doctoral degree in Political Science, specializing in International Relations, from Columbia University in New York City. Dr. Steiner has been a Research Fellow at the Center for Science and International Affairs at Harvard University, a Visiting Professor and Research Fellow at the Center for International Studies at the University of Southern California, studying Soviet–American arms control problems, and a recipient of a grant from the U.S. Institute of Peace to work on problems of great power preventive diplomacy. He has written and spoken extensively on these issues
