Related Vocational Qualifications in Media Practice Education
An analysis of the rationale and the historical and political contexts

Post-war, post-school education has been split between higher (academic) and vocational/training, though the current trend is towards bridging the division through vocational qualifications. The media industry has concentrated on skills acquisition through selected providers and ignored more academic education, while funding and resource shortfalls have prevented media practice education contributing more vocationally. Related Vocational Qualifications (RVQs) may provide an opportunity for rationalisation among educators and clarity for the media industry, in identifying skills competencies and what colleges provide in addition. RVQs are recommended as preparatory NVQs by the National Skills Task Force. Skillset has been instrumental in promoting these qualifications as a way of 'self-accreditation' for vocational college programmes, but it is not clear where funding above RVQ Level 3 will come from. Education has difficulty in resourcing media practice courses to vocational standards. There is some hostility to college-based education from the industry, and some educators who reject research by practice, but there is evidence of convergence and crossover between education and industry in recent years. There seems to be an open mind for the initial introduction of RVQs in media practice education, if only for the sake of clarity, from educators in the field, the government and from the industry
