The paper is directed to the following question: Would the savings behaviour be the same between African, Asian and European households if we adjusted for ‘non‐economic’ factors such as education and occupation or would it be significantly different because of cultural factors specifically associated with each community? This hypothesis was tested using household survey data for African, Asian and European high level Government senior civil servants in Uganda; the test did not reveal a significant difference in their marginal savings rates
