This paper suggests a framework in which aid flows may be expected to lead to reduction in domestic savings. The mechanism suggested works through the impact of aid flows on taxation effort, income inequalities and conspicuous consumption. A new concept of savings, ‘net savings by income groups’ is also introduced. This new concept of savings is shown to be of great importance from the ethical point of view in situations of capital shortages and income inequalities. The paper also establishes a relationship between the growth rate and ‘net savings by income brackets’
