What factors -- demographic, cultural, economic -- will shape the\nfuture use of health care services, and how much reliance should policy-makers\nplace on long-term projections of population, health status, and need for\nservices?...[W]e can identify various conceptual frameworks of factors that\ndetermine the use of health care services. But a single, generally accepted\ntheory about the use of services is not available so far. This sets\nlimitations on the possibilities of predicting the future needs for health\nservices. For this reason, projections of service utilizations are often\nlimited to demographic projections. These kinds of projections will be\npresented for the Netherlands and Sweden. The outcomes are discussed in terms\nof trends in utilization patterns and government policies
