Although the now-defunct Ethics Advisory Board of the Department of\nHealth, Education, and Welfare concluded in 1979 that research on in vitro\nfertilization with embryo transfer was ethically acceptable, federal approval\nand funding have not been forthcoming. Arguments over the moral status of the\nembryo, the danger of abnormal fetuses, and the possibility of undesirable\napplications of research are the major reasons for the delay. While privately\nfunded research has continued, the benefits of wide-scale, federally-funded\nresearch have been delayed, and the costs to infertile couples are great. \nSuggestions for breaking the stalemate are made, though quick action is\nconsidered unlikely.
