The Mouton Affair, at the end of the XIXth century, leads to an interesting point of view concerning the conditions of the rubber boom at thefringes of the Northern Bolivia's Amazonia border. Mouton was a Frenchman, a kind of Parisian adventurer who owned rubber plantations in the Madidi river area, a veryfar and hard to reach country. At that time, the Bolivian authorities did not control the territory and thus were unable to repress the abuses produced by the harsh competition between the rubber collectors. Hence the laws were ignored and the human rights either of Whites or Indians were violated in that country where a kind of slavery was still practiced at least until 1910, as it appeared in the Putumayo Case, in Peru. But the crimes of Mouton were many and the question is : Why Mouton is the only rubber producer who had serious troubles with Bolivians authorities ? We might think that, a part of the issue can be explained by the strong rivalries between the interests of the rubber companies ; now, the properties of Mouton were coveted by competitors who were expecting to seize them as it is shown by the many quarrels which followed its death
