Sixty thousand Sudanese were conscripted between mobilization and the cease-fire, while four thousand were put to work on the Markala dam project and fourty thousand others (« navetanes » i.e. migrant workers) went voluntarily to Sénégal to work on the groundnut crop, out of a total of about 620 000 men aged between twenty and fifty. Military recruitment mostly took place in the West and South, and in Bambara country — while the Peul, Toucouleur, Soninke and the nomads were mostly let off, often due to being physically unfit. The « évolués » (educated people) were lost in the crowd. Conscription did not cause any trouble. Neither the Hamallists nor the nomads moved. The évolués wanting to be assimilated were keen to join the regular French Army and not to be conscripted with the « tirailleurs » (native troops). The Army was agreable to their demands, but not the administration. In spite of this ambiguity, demonstrations of loyalism abunded. The administration carried out a policy of propaganda in the Muslim population, particularly through Seydou Nourou Tall and took various measures to quell the hostility of the men who were ready to run away in order to escape conscription. The results showed that the administration had a good control over the population. But a degree of indifference within the masses and the attitude of the évolués showed that no true French patriotism had really developped. Nevertheless, the 1940 defeat did not lead to any break with the population
