The nature of the adaptation process is crucial for our successful emergence from a state of crisis, since signals from the macrolevel of state—political and socioeconomic institutions are "transmitted" through such adaptation to the microlevel—the population's actual activities. The results of adaptation show the true meaning and content of ongoing changes, for it is not the intentions declared at the macrolevel but the social results of actual changes at the microlevel, the results of the corresponding adaptive "transmission," that have fundamental importance. The population serves as an effective "social critic," testing the corresponding normative attitudes for reality and stability
