The results of the December elections* to the State Duma were extremely alarming for those in power. The results, initially forecast and—after 17 December—actual, tore the democratic mantle from several political parties and movements that had been successful in creating such an image for themselves. But as they peered into the abyss of their inevitable defeat, even as signatures were still being gathered, these parties were forced to demand changes in the rules that they themselves had worked out and in accordance with which they had entered the Duma and stayed for two years. When many of them proved to be unsuccessful in retaining their seats in the Duma, some began to seek reasons to question the election results themselves. A change of government—a natural, even a necessary element of the machinery of democracy—evidently no longer satisfies the taste of those in power
