The starting point in our analysis of this problem is terms that, in our view, require clarification. "A social norm expresses a limit, a measurement that a given society develops over time to determine acceptable (permitted or mandatory) behavior or actions by people, social groups, and social organizations" [1, p. 74]. It follows that norms accepted in society must be supported by sanctions applied by society or the state; that is, there must be social control that includes concepts of individual freedom, individual autonomy, and the degree of the individual's dependence on various institutions. The absence or breakdown of such control leads to the criminalization of conflicts. If the criteria and the limits of what is allowed are vague, and if there are no clear procedures and measures of accountability, deviant behavior will spread and can cause mass recidivism into deviation
