The article analyzes the Russian lawyers community in order to assess its potential for collective action in an imperfect institutional environment, its potential for joint efforts to monitor compliance with professional ethics, to improve the quality of legal education, and to represent the interests of the professional group at the state level. Two hypotheses are tested: (1) lawyers with high ethical standards impose a higher demand for collective action; (2) negative personal experience in confronting violations of clients' rights by law enforcement officers bodies may also prompt lawyers to engage in joint action. The conclusion is that with the support of the “healthy core” of the lawyers community it is possible to create an instrument for competent and independent assessment of the state of the law enforcement system in Russia
