The ethnic Russian population has experienced important demographic changes in the past twenty years, including declining birthrates and high mortality rates. The migration to Russia of ethnic Russians from the countries of the near abroad did not fully compensate for this demographic decline. For the future health of Russian society it will be imperative to depoliticize ethnicity in favor of a focus on the human individual with a multi-layered identity
