One of the tasks of political-sociological analysis is developing a theoretical model of the transformation of the Russian ruling elite during the transition to democracy. This situation requires making major adjustments in the conceptions prevailing in the scholarly literature about the functioning of the nomenklatura (the ruling elite in totalitarian socialist society) formulated by M. Djilas, M. Voslenskii, A. Avtorkhanov, and others. The crux of the matter is that the ideas of these investigators of "socialist" origin, like the classical Western concepts of totalitarianism which are closely linked to them, essentially rule out the possibility that totalitarian society can be transformed through its own internal resources
