In our first article we mentioned the migration law which stated that migration is the result of a tension between the emigration climate and the immigration climate. The second article has given the factors which exist in South Africa making up the immigration climate. In this article the complement to this is given nl. the factors which make up the emigration climate. For this the Netherlands has been chosen as one of the West European countries with a high post war emigration figure and being one of the traditional suppliers of newcomers to South Africa. The factors which have exerted a pull effect on Dutch emigration are: the macro-social factors like fear for new wars. unemployment. increasing contact with overseas countries. etc.; the demographic development leading to economic spatial and socio-cultural overpopulation. The decision to emigrate is influenced by the opinion on this of religious and political leaders and is ofutmost importance. Both Protestant and Roman-Catholic leaders have supported emigration both in the past and at present. The emigration is greatly facilitated by the acts of parliament which channelled and subsidized emigration. Part of the activities or the Netherlands governmental emigration policy has been the active propaganda directed at convincing the potential emigrant to leave the country. In 1962 the emigration propaganda was left and changed to a positive approach directed at supplying information on request. The emigration climate in the Netherlands has got a permanent character. Though emigration is at present at a low level. the latent preparedness to emigrate is still there and will become active once the situation is ripefor this. This affinity to emigration applies to all inhabitants of the Netherlands as the emigrant of this country represents the average Netherlands citizen
