SOME SOCIOLOGICAL IMPLICATIONS OF THE NEW CONSTITUTIONAL PROPOSALS AS COMPARED WITH THE PRESENT SOUTH AFRICAN PLURAL SOCIETY: In comparison with the present state of pluralism in South Africa which still seems to contain certain defects — especially in connection with ethnic relations — the newly proposed constitutional changes imply certain merits. The present situation in connection with ethnic relations in South Africa can be mainly ascribed to the present stratification system, which seems to be a closed system. The new constitutional plan implies an open stratification system which, among other things, mean the possibility to obtain individual status through individual performance. Status-restrained criteria will be replaced more and more by status-advanced criteria. Furthermore new middle-classes may develop among the non-white population groups with better and more sufficient leadership, a more responsible and balanced public opinion, with more possibility for consultation between the different population groups, the practising of more sufficient social control, etc. Most of the above-mentioned seems to be possible only if discrimination and prejudice between the different groups can be eliminated. With the premise that the new constitutional proposals only serve as a starting point for further development of the proposed plan, the new political system in South Africa seems to may be effective in terms of a structural functional orientation
