Skilled work in the field of learning disability involves maximising people's opportunity to control their own affairs. This covers all life's options including the clothes people wear, how they spend their time and where they live. The 'skill' is to strike an appropriate balance between protecting people from the dangers of inappropriate choices which may cause them or others harm and allowing people to grow and learn from the consequences of their actions. Sexual matters are no exception but do present particular challenges for services. This article identifies the major sexual risks for people with learning disabilities and describes why services are often found lacking in their management of these. Specific attention is given to the challenge of risk management for men with learning disabilities who sexually abuse, drawing from a recent qualitative study undertaken by the author in collaboration with Professor Hilary Brown. The paper concludes with a framework for services' interventions which aims to achieve an appropriate balance between men's rights, their best interests and the needs of the victims and potential victims of their behaviour
