GANADIAN FINANGIAL MARKETS in the late 197os and early 198os witnessed, and continue to witness, major forms of institutional change. Prominent among these changes is the rapid breakdown of the traditional functional specialization of various intermediaries as bankers move to control fiduciary instruments such as registered retirement savings plans and to offer discount brokerage services, while trust companies and brokers enthusiastically raid the bankers' traditional preserve of the personal deposit business. • Furthermore, in the current wave of institutional evolution, at least one of Canada's roster of financial institutions is facing considerable uncertainties not only as to its prospects, but even as to its very existence in the future. The institution in question is the last operational descendant of one of Canada's oldest types of financial intermediary, the trustee savings bank, a type of financial intermediary whose establishment in British North America actually predated the chartering of the first commercial bank. • A time when the Montreal City and District Savings Bank is contemplating becoming a chartered bank s to adapt to environmental change therefore seems an appropriate one for casting a glance back in history to the origins, role, and early development of the trustee savings bank in Canada. The standard theory of financial intermediation posits that such institutions evolve to offset the disadvantages that direct investment entails for both surplus and deficit spending units in. the economy
