Employing the inter-actionist perspective on crime and delinquency to investigate the context of encounter between the police and the 'unattached youth' (at-risk youth/juvenile delinquents), intensive individual interviews with a group of patrolling officers and a group of 'unattached youth' were conducted. Field observation of actual encounters between police and 'unattached youth' was also carried out to collect more qualitative data. Findings suggest that such juveniles have stereotyped conceptions of the police, while the police have a social and welfare orientation towards the problem of juvenile delinquency. However, the encountering process was not related to the occurrence of official juvenile crime
