This paper defines the best available techniques (BAT) designed for reducing the environmental and economic damage caused to natural complexes by the coal energy industry and suggest methods for their selection. The paper states the problem, gives methodology and algorithms for calculating the damage reduction achieved by using BAT and provides an energy cost balance. The calculation results and the general conclusions based on them are also provided
