Russia’s plan of occupying Istanbul, established during the reign of Catherina II, Pan-Slavism policy and its protectorate on the Balkan nations struggling against the Ottoman Empire during the 19th century had significant ideological and religious characteristics. One of these characteristics, formed the ideological roots of expansion of Russia was the process of connecting the Kiev exarchate which was tied to Greek Patriarchate in Istanbul to Moscow Orthodox Patriarchate. It is known that, the issue of the connection of the Kiev Exarchate to Moscow Patriarchate occurred under the unclear historical conditions. According to the new sources, the suppressing process of the Kiev Exarchate to Moscow Patriarchate was more mysterious. There is not any document about the issue in the Ottoman sources.
