Since 2005, pupils and their guardians in Norwegian primary schools have had the right to be exempted from activities that they experience as problematic from their own outlook on life or that they experience as an exercise of someone else's outlook on life. In 2015, Bengt-Ove Andreassen called for a similar right in upper secondary school in an academic discussion with Njål Høstmælingen, in Prismet. With the new Education Act, which is valid from 01.08.2024, this will be a reality. In the light of human rights perspectives, and majority and minority perspectives, I discuss the changes in the right to exemption and the relationship to religion in the new Education Act. It is important to look at these changes to understand the framework that exists in Norwegian schools to safeguard the human rights of students and parents in various majority and minority contexts, with a new Education Act.
