Does Urban Development Plan Implementation Ensure the Successful Implementation of Urban Green Spaces

This article addresses the critical need to integrate an implementation evaluation framework into the urban planning process. Previous studies have identified shortcomings in development plan implementation as a key factor for the failure of urban planning practices. This study introduces the comprehensive DoC-DoR-DoS framework, which uses the degree of coincidence (DoC), degree of realization (DoR), and degree of satisfaction (DoS) to integrate conformance and performance-based evaluation techniques. When applied to the urban green spaces (UGSs) proposed in the Ahmedabad Development Plan 2021, the DoC-DoR-DoS framework reveals that although the proposed UGSs underperform in conformance and realization, they achieve a higher level of user satisfaction. This framework can be a valuable tool for assessing the implementation of not only UGS but other components of development plans and can be incorporated into the plan-making process on a larger scale. Ultimately, the insights derived from this framework can guide urban planners in making informed decisions to enhance the effectiveness of urban plans
