A segment of the Zimbabwean electorate often ask, what is the purpose and credibility of international election observation missions. Restricting these concerns to Zimbabwe, this paper derives inspiration from that scepticism correlating it with the technical approach of the 2023 Commonwealth Election Observation Group (COG) to Zimbabwe. The paper largely focuses on linguistic and methodological concerns and does not explore the legitimacy of the elections themselves. It explicitly addresses the implications associated with the COG’s cautious language and the interpretive predicaments that arise from the measured tone. Adopting hermeneutic analysis, and a process-based framework for assessing election quality, it is argued that the COG approach has evolved, is circumspect in nature and the conclusions appear to be overly cautious. Explicitly informed by the COG 2023 findings, and implicit observations from other Commonwealth member states in Africa, the paper discovers a dissonance between the detailed narrative and conclusions relayed by the COG
