Little interest in Africa is shown in Foreign Policy for Canadians,' the underlying theme of which is concern over the relationship between Canada and the United States. Canada's future foreign policy appears likely to seek to safeguard the state by increasing Canadian involvement in Latin America and the Pacific, and by continuing association with Europe and participation in the United Nations. The proposed intrusion into Latin America will be at the expense 2 of the African continent, where Canadian interests have been long-standing.3 When continental 4 Africa is referred to in the policy statements, only disenchantment is displayed. This is demonstrated by the concern expressed over potential developments in International Law and over the nature and financial consequences of activities undertaken by United Nations' organizations. The disenchantment is based upon an inability to understand the reasons underlying Afro-Asian positions. The implied lack of consideration given to formulation of a Canadian foreign policy towards continental Africa raises three questions. The first is whether Canada ought to have a specific policy. A positive answer suggests the second question as to why such a policy was not evolved when the pamphlets comprising Foreign Policy for Canadians were drawn up. Examination of this issue leads
