Ghana, Upper Volta, Nigeria and Mali represent four political systems with many points in common. They show very little difference from the rest of their own society and have far from developed or almost non existent political parties. They have gone through a decade of military rule, during which the officers acted more like policemen than reformers. To-day, the politician-soldiers are ready to give power away to civilians. This article analyses the main social forces striving to mold the institutions of the future, by comparing data on each of the four countries, and examines the rebirth of a political life which the military had hoped to be able to smother
